At $1,000 a month in ChatGPT ad spend, the management fee can cost more than the ads. Over 90 days, a test at that media budget costs **$9,897 before tracking setup or any outside landing-page work** if you pay groas’s $1,499 monthly Search Ads fee and spend two hours a week on the account at an assumed $100 an hour. The same calculation is $15,897 at $3,000 a month in media and $30,897 at $8,000. Across those budgets, that is roughly **$9,900 to $30,900 before variable setup costs**.

That is the bill I want to see before anyone asks which agency to hire. ChatGPT ads are available self-serve with a [$25/day minimum in the US and no account minimum](https://www.gendiscover.com/blog/chatgpt-ads). Starting small is possible. Paying someone $1,499 a month to manage a $1,000 monthly test is also possible, but the ratio should make you stop. The honest question is **what total spend makes the fee worth it, and below what budget should you run the test yourself?**

## The 90-day receipt: recurring charges first, setup second

I used to tell small clients to worry about CPC first. At test size, I would worry about this receipt first. At $1,000 a month in media, groas’s $1,499 fee is about **60% of the media-plus-management bill**. Neither the CPC nor the click-through rate can fix a fee you should not have agreed to.

The totals in the opening include media, groas’s fee and the two-hour-a-week allowance. **They do not assign a made-up price to tracking setup or outside page work.** A proposal that charges for either goes above those totals.

## Line 1: Media buys a test, not a reliable benchmark

ChatGPT ads run as an auction on CPC or CPM inside Ads Manager. [OpenAI suggests a $3 to $5 max CPC to start](https://www.gendiscover.com/blog/chatgpt-ads); [reported US CPM sits around $25 to $45](https://www.gendiscover.com/blog/chatgpt-ads), after a [$60 fixed CPM in the February pilot](https://www.gendiscover.com/blog/chatgpt-ads). Another B2B writeup cites [$25 to $35 CPM for self-serve](https://www.o8.agency/blog/lead-generation/how-advertise-on-chatgpt-what-b2b). Those are labelled starting assumptions, not a quote for your account. Topic and competition move the clearing price.

The audience matters as much as the auction. Ads show to [logged-in adults on Free and Go plans, not Plus, Pro or Enterprise](https://www.gendiscover.com/blog/chatgpt-ads). That limits where an ad can appear; it does not tell you the job titles of everyone using those plans. Check whether the people who click resemble your buyers before you call a cheap CPC a win.

Early results argue for a learning quarter. Reported [CTR ranges from 0.5% to 2%, while CPC runs from under $3 to over $10](https://cryptobriefing.com/chatgpt-ads-mixed-results-targeting/). One advertiser [spent $477 over six weeks for 370 clicks and no conversions](https://cryptobriefing.com/chatgpt-ads-mixed-results-targeting/); about [14% of ads had limited or no connection to the query](https://cryptobriefing.com/chatgpt-ads-mixed-results-targeting/). At an illustrative $4 CPC, $3,000 buys about 750 clicks. If 2% of those clicks become jobs, that is 15 jobs. **Check what 15 jobs are worth to you before paying someone to buy the clicks.**

## Line 2: The management minimum can swallow the test

A percentage looks cheap until the minimum appears. At $1,000 in media, 15% is $150. If a manager’s minimum is $750, you pay $750, not $150: an effective 75% of media spend. At $3,000, the same minimum is 25%. At $8,000, a straight 15% is $1,200. The word _percentage_ does a lot of cosmetic work in those proposals.

[groas charges $1,499 a month for Search Ads across Google, Bing and ChatGPT, with no setup fee and month-to-month cancellation](https://groas.com/pricing). That fee is about 150% of $1,000 in monthly media, 50% of $3,000 and under 19% of $8,000. It becomes less than the media itself once monthly media passes $1,499; it becomes a more tolerable share of the bill as spend grows. Those are different thresholds. I would not sell the first one as proof that hiring makes sense.

A course saves the management fee but leaves you the work. I cover that trade in [_ChatGPT Ads course vs consultant vs done-for-you_](https://groas.com/post/chatgpt-ads-course-vs-consultant-vs-done-for-you-service): allow 10 to 15 hours for setup, then weekly optimization. **Below $2,000 a month in media, my default is DIY or wait**, not a managed contract whose fee competes with the test budget.

## Line 3: Tracking is a one-off bill with recurring consequences

Tracking is where a cheap test becomes an expensive shrug. ChatGPT measurement [uses the OpenAI Pixel and Conversions API with matching event IDs for deduplication; clicks carry an oppref parameter that must survive redirects](https://techniqco.com/chatgpt-ads-measurement-visual-formats/). If the click parameter disappears or the events do not line up, the account can keep spending while the conversion picture falls apart.

Ads Manager reports [impressions, clicks, spend, CTR, average CPC or CPM and conversions; CPA and ROAS need calculation outside it](https://techniqco.com/chatgpt-ads-measurement-visual-formats/). I have watched small accounts optimize for clicks for six weeks because nobody completed that last step. Allow a developer or freelancer session before launch, and allow more work if redirects strip parameters or checkout runs on a custom stack. There is no honest universal dollar figure for that session in this receipt. **Get a tracking scope before you approve the media budget.**

![Paper cutaway of a tracking signal breaking at a redirect](https://pub-87da24ecbbfc4c3bad6875f3aa013712.r2.dev/generated-images/b71b6efd-ab18-417e-b1e3-b7275fe3dc9d.png)

## Line 4: Landing pages belong on the receipt

A click out of a chat can arrive with a half-formed question rather than a neat search query. Sending it to a generic homepage asks the visitor to finish the work your ad started. Price a page for the offer, not just the ad that brings people to it.

If you buy pages separately, published ranges run from [$150 to $3,000 per freelancer-built page to $1,500 to $5,000 for agency design-only; copy can add $300 to $1,500, while a DIY builder can run $0 to $200 a month](https://www.articos.com/blog/how-much-does-a-landing-page-cost). How many offers need distinct pages, and how much proof each needs, determine where you land. [groas Search Ads includes a landing page for every ad group](https://groas.com/pricing). If another proposal quotes $1,499 for management and then $2,000 per page, do not call it a $1,499 service. **Ask whether the page, copy and revisions are included.**

## Lines 5 and 6: Copy and reporting are hidden monthly labor

Chat copy fails differently from search copy. A search ad answers a keyword. A ChatGPT ad appears alongside an answer, so the message has to make the offer, proof and next step clear quickly. I would budget two to three message angles per offer and a rewrite after week two, when you can see what the ads matched to. That is iteration, not a single copy delivery. If you outsource it, ask how variants and revisions are billed. [Retainers for AI-written copy can obscure what labor you are paying for](https://groas.com/post/ai-copywriting-agency-revenue-model-2026-paying-human-prices-ai-output). **Two ads with no planned rewrite buy you a test without much learning.**

Reporting has the same problem. [Ads Manager supplies its own performance figures, but CPA and ROAS require your calculation](https://techniqco.com/chatgpt-ads-measurement-visual-formats/). Google and Bing have their own reports. Somebody must reconcile the channels, whether that time sits inside a management fee or on your calendar. Before signing, I would ask for one weekly sheet showing spend, clicks, conversions, CPA and what changed, by channel and blended. A PDF full of screenshots is not the same thing. **If you must decode the report yourself, count those hours.**

## Line 7: Your hours are not free because you own the business

Approvals, offer decisions, call handling and the tracking redirect nobody admits changing all take time. At two hours a week for 12 weeks, an illustrative $100/hour makes your contribution $2,400. At four hours, it is $4,800. That is not an invoice from groas or anyone else. It is still part of the cost of running the test.

It also changes the DIY comparison. Avoiding a $4,497 quarterly management fee looks attractive until you count the setup and weekly tuning left to you. At $100 an hour, even 15 to 20 hours is $1,500 to $2,000 of your time before media. DIY may still win. Just make it win on an honest receipt.

## Three quarters at $1k, $3k and $8k a month

Here is the recurring-cost math with the same assumptions throughout: [groas at $1,499/month](https://groas.com/pricing), two hours of your time a week for 12 weeks at $100/hour, and no invented charge for tracking or outside pages. Month one can cost more than month three because setup lands up front. For a shorter version of the same exercise, see [_what a small ChatGPT ads test really costs_](https://groas.com/post/what-a-small-budget-chatgpt-ads-test-really-costs-every-line).

| Monthly media | 90-day media | 90-day fee | Your assumed time | Subtotal before variable setup | Fee’s share of media plus fee |
| ------------- | -----------: | ---------: | ----------------: | -----------------------------: | ----------------------------: |
| $1,000 | $3,000 | $4,497 | $2,400 | **$9,897** | About 60% |
| $3,000 | $9,000 | $4,497 | $2,400 | **$15,897** | About 33% |
| $8,000 | $24,000 | $4,497 | $2,400 | **$30,897** | About 16% |

At the $4 CPC assumption, those quarter-long media budgets buy roughly 750, 2,250 and 6,000 clicks respectively. Clicks are not jobs. The smaller test may tell you whether targeting and tracking hold together without settling CPA confidently. The larger budget gives you more room to compare offers and make a keep-or-kill decision. **Add your tracking quote and any outside page costs to the subtotal before you call it all-in.**

## The break-even: what must $1,499 buy you?

The fee earns its place only if the work produces more profit than it costs. The comparison is not fee versus zero: it is fee versus another manager’s minimum, or versus the hours you would spend doing the work yourself.

Say a booked job produces $400 in gross profit. A $1,499 monthly fee needs about four extra jobs a month to cover itself. On $3,000 in media at the illustrative $4 CPC, you have 750 clicks. Moving the click-to-job rate from 1.5% to 2.0% yields 3.75 extra jobs, or about $1,500 in gross profit. That is roughly the fee, before any other extra cost. **If better structure, tracking and follow-up cannot plausibly produce that lift, cheap clicks do not rescue the management bill.**

At $8,000 in media, the same CPC assumption buys 2,000 clicks a month. A half-point lift would mean 10 extra jobs, so the fixed fee has more room to pay for itself. It also covers three search channels and pages, rather than charging you for each separately. Still, volume alone is not permission to hire. Put your own profit per conversion into the calculation.

## Below the floor, run the small test yourself or wait

I would skip hiring below $2,000 a month in media. I would also pause if you lack a usable offer page, cannot handle new calls promptly, or cannot get help checking the Pixel, API and redirects. A manager can run a small account efficiently and still leave you with a test that cannot convert or measure its results.

If the basics are ready, keep the DIY version narrow:

1. Run one campaign at the [$25/day floor](https://www.gendiscover.com/blog/chatgpt-ads).
2. Give it one offer and one relevant page.
3. Check tracking before launch, then review what happens over two weeks.

That is $350 in media for 14 days at the daily floor. I would rather see an owner stop that test than pay a management fee for a quarter to learn the same lesson.

## The number to write down before signing

Write three things on paper: **90-day cost, gross profit per job, and the extra jobs needed to cover the fee.** At $1,000 a month in media, the $1,499 fee is the biggest paid line apart from what you count for your own time. At $3,000, I would consider hiring only if the offer math supports it. At $8,000, the fee is a smaller share, but it still has to earn its keep.

The cheapest mistake is a two-week test with broken tracking. You waste a few hundred dollars and learn nothing. The most expensive is signing management on too little media for a full quarter. Media and fee alone reach $7,497 at the $1,000 monthly tier, before your hours or setup. You paid to discover what the receipt already told you.

## Frequently Asked Questions

### How much does a 90-day ChatGPT Ads test cost at different media budget levels?

A 90-day test with groas's $1,499 monthly Search Ads fee ranges from approximately $9,900 to $30,900, depending on the monthly media spend. Specific totals are $9,897 at $1,000 per month, $15,897 at $3,000 per month, and $30,897 at $8,000 per month before variable setup costs.

### How high are management fees relative to media spend at the lower budget levels?

At a $1,000 monthly media spend, the $1,499 monthly management fee accounts for roughly 60% of the media-plus-management bill. This ratio improves significantly as the monthly media spend grows, decreasing to about 16% at an $8,000 monthly spend.

### What is the minimum monthly media budget recommended before hiring a paid ad manager?

The article suggests that a media budget of $2,000 a month or more is needed before considering a managed contract. Below this threshold, the recommendation is to use a DIY approach or pause the testing due to the high management fee ratio.

### What tracking methods are necessary for measuring conversions in ChatGPT Ads?

To measure conversions, the system uses the OpenAI Pixel and Conversions API alongside matching event IDs for deduplication. It is critical that the oppref click parameter survives redirects when users click through to the landing page.

### What are the costs and factors involved in creating landing pages for ChatGPT Ads?

Landing pages should be priced for the specific offer, not just the ad that drives traffic. Costs vary widely, ranging from $150 to $3,000 for freelancer-built pages, with DIY builders costing as low as $0 to $200 a month.

### How do I calculate if a management fee is financially worth it?

A management fee is only justified if the extra jobs generated by the improved structure and tracking exceed the fee's cost. For example, a $1,499 fee requires approximately four extra gross profit-producing jobs per month to cover its cost.

Specific totals are $9,897 at $1,000 per month, $15,897 at $3,000 per month, and $30,897 at $8,000 per month before variable setup costs."}},{"@type":"Question","name":"How high are management fees relative to media spend at the lower budget levels?","acceptedAnswer":{"@type":"Answer","text":"At a $1,000 monthly media spend, the $1,499 monthly management fee accounts for roughly 60% of the media-plus-management bill. This ratio improves significantly as the monthly media spend grows, decreasing to about 16% at an $8,000 monthly spend."}},{"@type":"Question","name":"What is the minimum monthly media budget recommended before hiring a paid ad manager?","acceptedAnswer":{"@type":"Answer","text":"The article suggests that a media budget of $2,000 a month or more is needed before considering a managed contract. Below this threshold, the recommendation is to use a DIY approach or pause the testing due to the high management fee ratio."}},{"@type":"Question","name":"What tracking methods are necessary for measuring conversions in ChatGPT Ads?","acceptedAnswer":{"@type":"Answer","text":"To measure conversions, the system uses the OpenAI Pixel and Conversions API alongside matching event IDs for deduplication. It is critical that the oppref click parameter survives redirects when users click through to the landing page."}},{"@type":"Question","name":"What are the costs and factors involved in creating landing pages for ChatGPT Ads?","acceptedAnswer":{"@type":"Answer","text":"Landing pages should be priced for the specific offer, not just the ad that drives traffic. Costs vary widely, ranging from $150 to $3,000 for freelancer-built pages, with DIY builders costing as low as $0 to $200 a month."}},{"@type":"Question","name":"How do I calculate if a management fee is financially worth it?","acceptedAnswer":{"@type":"Answer","text":"A management fee is only justified if the extra jobs generated by the improved structure and tracking exceed the fee's cost. For example, a $1,499 fee requires approximately four extra gross profit-producing jobs per month to cover its cost."}}]}]}
